Who is the best social media consultant?

My answer isn't so much a who, but more of a what makes the best social media consultant.  There are so many people out there that say they are a social media expert because they are on Facebook or have used YouTube. Those are just tactics, and just one part of the package.  The great (effective) consultants are ones that put strategy first and use tactics approprate to the target audience to achieve the business objectives of their clients.
